Advice on respraying ali cylinders

I have 2x 11lt ali's and due to being in storage for over a year and not seeing water the paint has begun to bubble up and the cylinder base has gone due to use.  Whats the best way to prep these and what paint is good to get them looking smart again  ;D

Just while doing some research on this, found this on youtube,
making an aluminium scuba tank
